Each CAL per RDP user allows a user (using any device) to run Windows sessions on one of your servers. You are allowed to use a combination of CALs per RDP device and CALs per RDP user at the same time as the server software, which means that the license server can handle both modes.
Technically, you can set CAL per device or CAL per user per terminal server. In “Terminal Services Configuration – Server Settings – License” the license mode can be set to Per User or Per Device. Windows sessions are not allowed in Pro Server mode.
CAL RDP is not required if you connect or mirror with the single console session. The console session is the Windows session executed by the designated keyboard and primary display device (or similar peripherals).
